I use 3M white phasing tape and a hole punch from Harbor Freight, you can buy a set of them for a couple of $'s.

Cut your own out of rubber tape.

I cut a template using blank stencil plastic. I stick electrical tape to it then cut around the template. I use tweezers to pull the tape from the template so it doesn't loose it's adhesive and apply it to the pipe. I've considered making one from thin sheet metal or aluminum so it's more durable because I have to replace the plastic one from time to time due to accidentally shaving the plastic when cutting the tape. It wouldn't be that hard to make a metal one I just never take the time.

McMaster-Carr, item 7802A22.
This is UHMW polyethylene, 1/2 in diameter adhesive back dots, abrasion resistant. Can also be had in squares. Also available in 3/4 in.
Works well.

I bought some sandblasting tape from 3M that was insanely expensive but one roll will last a lifetime. I can cut it in whatever shape I want and it gives a perfectly clean outline. It's found under sandblasting tape for gravestones.

Electrical tape, 2 layers and a punch to cut them out. Bruce has it right. In the space of half an hour or so I can make over a years worth fo making "dots" this way.
