i dont know exactly what you are looking for a cutter or just a place to buy some briar that is of quality? i have purchased some from pipemakrs.org they actually have the best briar in my experiences withut going directly to a cutter the extra extra quality is what i have used and i have gotten great results and andrea is a gem to work with. a bit pricey though compared to a cutter.
