Has anyone used what is called a "French Polish" on briar?
It is shellac and linseed oil mixed and then hand rubbed in a circular
manner. It is used on certain finishes. Not sure on pipes though.
If it can be used than can canuba wax be also applied to give
more shine and protection?
What other finishes besides Canauba wax would be advisable??

I'm not certain what sort of finish French Polish gives, but if you do use it make sure the Linseed Oil is deodorised, otherwise the stink of it lasts for a long while.
The type of finish usually depends on the preference of the individual pipemaker. For final finishes the order of preference seems to be Carnauba Wax, Shellac, Lacquer, Varnish.

Personally, I would not use French Polish, because it has a tendency to go gooey with heat, and pipes are subjected to quite a bit of that. If you're looking for an alternative finish of that type, perhaps Rennaissance Wax would serve better? I've used Rennaissance Wax to seal knife blades against water and it works great. I've never tried to use it on wood, however.
