I thought this was a very interesting idea. Looks like the swiveling portion is briar along with the rest of it.

Pretty cool! I wonder if the maker used the same piece of briar for the stummel and the wind cap? And what about the hinge? Wonder how that was made. Lastly, if the cap is made like I suspect it is, with small knobs fitting into small indents on the bowl, how did he actually fit it over?

I believe that Orlik made the same type of pipe (called Hurricane iirc) and the cover on those was made of some sort of bakkelite. The cover on the ebay pipe sure looks like briar but who knows...
