What is the cost for those that have web sites?Set up , yearly charge. I have never seen this mentioned, for overhead.

Most of the cost is in your time.
You can find good hosting packages for really cheap all the time. I pay less than $3 a month for hosting through HostGator.com. It's super fast. Their standard price is $7 a month, but they have sales all the time.
I just finished migrating from iPage. They're cheaper, but their servers are incredibly slow.

I'm a web developer by day and have my own hosting package. It's costing me about $15/month. Creating the website probably took me about 30 hours to begin with, but then I know what I'm doing. If you're not a web developer, I'd recommend a service such as wordpress, which has a lot of flexibility, or if you're looking for something simple, you can go with something like weebly, though you may find it limiting.
And just in case anyone is wondering, I don't typically make websites for people outside of my day job because I like to spend my free time making pipes instead of coding. But if you've got a question about hosting or troubleshooting, I can probably help you figure it out.
