I do not topstain, when I contrast stain pipes. I prefer a strong contrast, and a topstain can sometimes muddy the effect. This is not always the case obviously. I only use one strong, dark color with this method.
If I were to topstain, I would do it after 500 then proceed with finishing.
Shellac application, if you choose to do it, is done before buffing and after the last staining. But honestly, this isn't a required step for making a smooth pipe.
