English blends are non-aromatic and contain two main tobacco types - Virginia & Latakia. Other condiment tobaccos can be added in small amounts.
Balkan blends are also non-aromatic and contain Virginia and Oriental/Turkish tobaccos (more Yenidje, classically), of which Latakia maybe included.
Yes, they are related. A Balkan is heavier on Orientals other than Latakia, but typically has Latakia as well.
