Is Feibing's considered a Aniline dye?

A true analine dye is chemical rather pigment based and they are increasingly hard to find because of health and safety concerns. You are unlikely to find analines outside of a tannery.

That being said a lot of people use Fiebings dyes with USMC black being top of the list for contrast, thier Institutional dye is a non toxic water/acrylic dye which has very little penetrating power.

Are Aniline dyes safe for pipemaking?

Yes, aniline dyes are safe according to pipedia. Just make sure you're getting alcohol based instead of oil based.
