Think about your premise and look at what is being produced by the experienced pipe makers out there.
With rare exceptions, plateau is left on the finished pipe only when it is part of the design. Volcanos, horns, and more standard shapes with plateau tops all work.
Think about making a smoking device that incorporates the plateau in an integrated design, rather than a sculpture that maximizes plateau.

My idea is to preserve as much plateau as possible.
I really really want to make the plateau the focus of the pipe’s form. I believe, from some years of experience, that good smokers are a product of decent drilling and an agreeable tobac. Perhaps a sculpture featuring plateau is what I shall pursue, not disregarding advice to the contrary, rather taking it into account upon smoking the beast thereafter and considering its suitability as a smoking instrument.

I’m trying to get an idea of what you’re going for by looking at your sketching, but I’m not seeing it. What would you say your overall goal is? Are you wanting to have a block (displaying the plateaux) with a stem that is smokable? Are you going for any particular shape? What kind of tooling are you working with? Sorry for all the questions, but I really want to get a better understanding of the intended end-result for this pipe before making any suggestions or offering my opinion.

UnderShade, I’m shaving and picking along as I go. I now understand this group is concerned primarily with plans and how close one can come to meeting those requirements. I will refrain from posting photos of the progress, and finally show a pic or two of the finished product for analysis, (God knows how far out that date may be). So far.
I’ve afforded myself the luxury of a rotary tool this time. I love the ability now to visualize shape and realize it in time before I lose the idea and mess it up a few weeks/months later.

Okay, you're starting to develop a language, here. Ala Henry Moore. Now the truck is to make the whole block speak the same dialect. That square 'window' on the top is decidedly speaking Greek....
