Sniping is placing your high bid in the last seconds of the auction.
I the case of Dan's pipe the high bidder, who had not bid before, placed the high bid with 9 seconds to go in the auction.
A lot of people use software to do this. Then they can just enter the highest amount they are willing to pay for an item, and the time that they want the bid to be entered (usually within 10 seconds of the auction's end). The sniping software does it for them, so they don't have to actually be there watching to do it.
