...when you took over the shop? Or does the French govenment control it the way Turkey controls meerschaum and African countries do elephant ivory?

Yes. The purchase got me the workshop and all tools, plus the morta stock, the briar stock, and the pre-turned stummel stock. The restriction on the morta is that it can't be sold in raw form to anyone outside the bounds of the Briere park. It's part of a Breton law going back a few hundred years - Basically, the Briere park is considered community-owned land, and everyone who lives here can use it as they like, for free. Thus, people cut peat for burning, make salt in the flats, and cut thatch for tons of thatch-roofed houses around here. And, of course, there's the morta in the ground, which is also dug up and used by a couple of local sculptors. But if you want to use it, you have to live in the park.
